Niyad Nellanar Scheme Chhattisgarh: Key Features and All Details

The Niyad Nellanar scheme was started by the Chhattisgarh state government in 2024. The main purpose behind the launch of the scheme is to reach government and public schemes in the Naxal-affected districts. In Chhattisgarh, these districts are Bijapur, Sukma, Dantewada, Kanker, and Narayanpur. For the successful implementation, the Women and Child Development Department operated 159 Anganwadi centres in these districts. With this scheme, the government tried to provide basic amenities and welfare schemes in Naxal-affected areas.

Niyad Nellanar Scheme

The meaning of the Niyad Nellanar scheme in Hindi is Apaka Acha Gaon. With the help of this scheme, the government aims to improve the living standard by providing them basic facilities like housing, healthcare, water and electricity, road connectivity and education in their local area. Families of areas will also receive gas cylinders under the Ujjalawa Yojana and many other benefits. With the help of the Ration card, they will get subsidised ration, irrigation facilities, free electricity, Anganwadi centres, and the right to use the forest.

Naxal-affected areas are living without basic amenities and other benefits of government schemes. With the Niyad Nellanar scheme, the government try to provide basic amenities to every household in these areas. They also develop the infrastructure and promote Community engagement in these areas.

When these areas get good Road connectivity, it will also improve the living standard. It will also open channels for new businesses, and investment will also come from other parts of the state. With the development of the area, people’s income will also increase. This scheme is also modelled on the central government’s PM-JANMAN, which is known as Pradhan Mantri Janjati Adivasi Nyaya Maha Abhiyan. This program focuses on the socioeconomic welfare of a specific area, which is one of the Vulnerable Tribal Groups.

Objective of the Niyad Nellanar Scheme

• The government had a vision to provide basic amenities and Welfare schemes in the areas that are Naxal-affected, but government schemes have not reached in these locations.
• Government also planning to provide essential infrastructure, roads for better connectivity, basic amenities like water, electricity, healthcare facilities and schools in a particular area near villages.
• Government also planning to provide the benefit of 52 government schemes of all 17 departments in the remote Villages which are untouched.
• The other purpose of this scheme is to build trust between local tribal communities and district and state administrations. This will help in the reduction of Naxal influence in these areas.
• Security camps will be established, and these will be used as a development hub, and these places are also used to deliver public Services.
• It will also encourage Naxalites to surrender when they see that the government is working for and improving their living standards.

Eligibility Criteria

• This is basically a community-based scheme in which community Development will be done by the government.
• Under the scheme, residents of villages will benefit from security camps that will be established in the five-kilometre to 10-kilometre area.
• Families who belong to the Vulnerable Tribal Group are affected by the scheme.
• Residents of Naxal-affected districts like Sukma, Bijapur, Kanker, Dantewada and Narayanpur will benefit.
• BPL families who do not have a Ration Card, Ujjwala Gas Connection or forest rights get benefits.

Benefits of the Niyad Nellanar Scheme

• In Niyad Nellanar, individual and household benefits will be provided.
• A free gas cylinder will be provided under the Pradhan Mantri Ujjwala Yojana. In this scheme, 4 cylinders will be provided to every eligible household in one year.
• In this scheme, free Ration will be provided. In free ration, 4 kg per person ration will be given, in which salt, Jaggery, Gram, and sugar will be provided through the public distribution system.
• Housing facility is also provided in this scheme under the Pradhan Mantri for the homeless and kacha house families.
• Farmers also get support for irrigation pumps and bore wells.
• Free electricity connections will be provided to the households.
• Tribal people also get the forest rights under the Forest Rights Act.
• They will also get the facility of free Health Treatment under the Ayushman Bharat Yojana, in which they will get free medical treatment up to 5 lakh rupees per year.
• The government will also help them by providing skill development training to the youth.
• The government will develop all-weather roads for better connectivity of remote villages in the main District.
• New Sub Health centres will be established to provide basic medical facilities.
• The government will also set up primary schools and Anganwadi centres for free education.
• Developing Community Halls for Social Gathering.
• Mobile Towers will be installed to provide Telecom connectivity in the isolated areas.
• A banking facility will be provided with an ATM.
• A sports facility will be developed in every village.
• For emergency services, a helipad facility has also been developed.
• New bus services will start to connect villages with the district and block headquarters.

Achievement of Niyad Nellanar

The scheme was announced in January- february 2024 by CM Vishnu Deo Sai. The official launch of the scheme was on 14th February 2024, and currently, this scheme is ongoing with new targets. The basic developments seen in the last 2 years is mentioned below:-

• Under this scheme, 54 new security camps are established in Bijapur, Dantewada, Kanker, Narayanpur and Sukma districts.
• 327 Villages are integrated with all the major State and Central government schemes, which are located within the 10-kilometre camp radius.
• With this theme, 31 new primary schools are being set up, of which 13 are already operational.
• 185 new Anganwadi centres are sanctioned under the scheme, of which 107 are already operational.
• 20 new sub-health centres have been approved, of which 16 are already operational.
• 130 health institutions located in the Bastar District are certified under the National Quality Assurance standards.
• At Better Health Facility, 36,231 Ayushman Bharat Cards have been generated, which will cover 52.6% in Bastar Division.
• 6,816 beneficiaries receive health treatment worth Rs 8.22 crore.
• In some areas like Chilkapalli in Bijapur, the first-ever electricity connection will be provided after Independence.
• Hundreds of Naxalites surrender, citing the scheme as an inspiration.
