Chhattisgarh Landless Agricultural Labourers Welfare Scheme (DDUBKMKY) was launched by Chief Minister Vishnu Deo Sai on 20th of January 2025. This is a scheme in which landless agricultural labourers (Bhumihin Krishi Majdoor) get financial support of Rs 10,000 annually from the state government. With this scheme, 5.62 lakh eligible farmers take advantage of this scheme.
The main purpose behind the launch of the scheme is to uplift the social status of Bhumihin Krishi Majdoor. This scheme is only for those who do not have their own land, and they are working on someone else’s land. Labourers only do agricultural labour work, but they do not have their own land. This scheme works under the Revenue and Disaster Management Department.
Chhattisgarh Landless Agricultural Labourers Welfare Scheme
Agriculture is the backbone of Chhattisgarh’s rural economy. There is a large section of the rural Workforce working in the fields, but they do not have their own land. These Laborers are known as landless agricultural labourers. These are basically individuals and families who are surviving only on the daily wage that they earn through Farm work. To recognise this issue, the state government started the Chhattisgarh Landless Agricultural Labourers Welfare Scheme in the month of January 2025 in Raipur.

This scheme is in the name of Pandit Deen Dayal Upadhyay, who is the founder of Bharatiya Jana Sangh. In the previous Congress government, this scheme was known as the Rajiv Gandhi Gramin Bhumiheen Krishi Mazdoor Nyay Yojana. At that time, landless labourers will get Rs 7000 annually. When the new BJP government came into power, it enhanced the annual assistance amount to Rs 10,000 and also changed the name of the scheme.
This scheme is also in the BJP Manifesto to fulfil their promise in 2025. After the launch of the scheme, 5,62,112 beneficiaries registered for this scheme. Rs 562 crore was disbursed in the first installment for the second installment Rs 495 crore was released into the beneficiary account on 25th March 2026. So after launching this scheme, 2 installments released for beneficiaries.
Objective CG Landless Agricultural Labourers Welfare Scheme
- The main objective of this scheme is to give socio-economic empowerment to rural landless labourers of Chhattisgarh state.
- Under this scheme, an annual support of Rs 10,000 will be provided to Bhumihin Krishi Majdoor. This will help them to stabilise household income and reduce financial instability.
- This scheme helps them financially to beneficiaries beneficially to meet basic daily needs. Beneficiaries use this amount to get nutritious food, spend on their own education or the education of their children.
- It will help to support marginalised communities like traditional artisans, forest produce collector Shepherds and tribal priests who do not have their own land.
- This scheme will also help in rural development.
- The financial support amount will be given directly into the beneficiary bank account through DBT by removing the middleman, so it will create transparency and efficiency.
- This scheme not only covers Bhumihin Krishi Majdoor, but also other Traditional Occupational Workers, like Weavers, Cobblers, Washermen and Other tribal communities.
Benefits of the scheme
- Beneficiaries of this scheme will get an annual financial assistance of Rs 10,000.
- The financial assistance will be transferred directly into the bank account of the beneficiary through DBT.
- After the launch of this scheme, 5.62 Lakh families have received the benefits of this scheme.
- The government spent Rs 562 crore in this scheme in 1st Installment.
- Beneficiaries who are previously registered under the Rajiv Gandhi scheme are automatically covered in this scheme, and they do not need fresh registration.
- This scheme is not only for landless farm labourers but also for the marginalised rural workers.
Eligibility Criteria
- Only a permanent resident of Chhattisgarh is eligible for this scheme.
- Applicants do not own any agricultural land in their name or the name of a family member.
- The Benefits of this scheme are only given to Landless agricultural labourers or similar traditional occupations.
- Categories like Shepherds, Carpenters, Cobblers, Barber, Washerman, Families collect Forest Produce, Associated with traditional Pauni Pasari, Priest of Tribal Temples, Bega, Guniya and Manjhi community families are also included in this scheme.

CG Landless Agricultural Labourers Welfare Scheme Application Process (Offline)
- For an offline application, you have to visit your Gram Panchayat or Nagar Panchayat Office, ask them for the Chhattisgarh Landless Agricultural Labourers Welfare Scheme application form.
- Now fill the application form with details like personal details, address, and occupational details.
- Also, paste your passport-size photo on the application form.
- After that, attach all the documents, a self-tested copy of the application form.
- Now submit your application form with documents to the Gram Panchayat or Nagar Panchayat Office.
- After submission, select the acknowledgement slip from the office.
- Now the Department will verify your application form. When your application form is accepted, the financial assistance will be credited to your bank account.
Online Application
- For online registration, visit revenue.cg.nic.in/ddubkmky official portal.
- On the homepage, you will see a registration link. When you select this option, firstly, you have to select your area, urban or rural.
- Now you have to choose which option you want to use to register your application. You can register with your name, Mobile number, Name of applicants or Aadhaar Number.
- Choose your option and enter that detail. Now the application form will be open on your screen. Enter your personal details like Name, Aadhaar Number, Address, Bank details and Occupation.
- Now upload all the scanned copies of documents.
- Cross-check all your details and then submit them online. Note down the reference number for future reference.
Selection Process
- After the application form submission, local verification is conducted at the panchayat level. They will check land ownership and occupation, and do a field visit.
- After that, the Revenue Department Scrutining will be conducted, and they will cross-check all the land records and documents against the land records.
- The applicant’s bank account number should be linked to the other number transfer.
- After all the verification, the final approval beneficial list will be released, and applicants can also check their application status with the reference number.
- Finally, the Rs 10,000 financial support was disbursed into the beneficiary bank account.

Landless Agricultural labour having a domicile of Chhattisgarh are eligible for this scheme. With this, Traditional workers like Shepers, Carpenders, Cobblers, Forest produce Collector ect are also eligible.
